8° Rapporto sull'attività di Sorveglianza del Mercato ai sensi del D.Lgs. 17/2010 per i prodotti rientranti nel campo di applicazione della Direttiva Macchine
Disponibile il testo dell'8° Rapporto sull'attività di sorveglianza del mercato ai sensi del D.Lgs. 17/2010 (Decreto di attuazione Direttiva macchine 2006/42/CE) per i prodotti rientranti nel campo di applicazione della Direttiva Macchine, realizzato da Inail - Settore ricerca certificazione e verifica, Dipartimento tecnologie di sicurezza (Dts) e Dipartimento certificazione e conformità di prodotti ed impianti (Dcc).
I dati riportati di seguito rappresentano un’analisi del totale delle segnalazioni di presunta non conformità pervenute al Ministero dello Sviluppo Economico al 31 maggio 2015.
Complessivamente sono state registrate 3436 segnalazioni, con una ormai consolidata preponderanza del contributo delle ASL all'attivazione del processo; rispetto al trend crescente registrato a partire dal 2006, nell'ultimo biennio si nota una flessione delle segnalazioni pervenute.
Nell'ultimo biennio, infatti, il numero delle segnalazioni pervenute risulta pari a 195/anno, in riduzione sia rispetto agli anni 2010-2013 (323 segnalazioni/anno) che al biennio 2008-2010 (256 segnalazioni/anno).
Si precisa che nelle successive analisi sono presi a riferimento i dati rilevati nei precedenti Rapporti e precisamente per il 4° Rapporto i dati al 30 giugno 2006, per il 5° Rapporto i dati al 30 giugno 2008, per il 6° Rapporto i dati al 30 ottobre 2010, per il 7° i dati al 30 giugno 2013 e per il presente quelli al 31 maggio 2015.

La presentazione dell’attività di Sorveglianza del Mercato, cui INAIL partecipa quale organo tecnico del Ministero dello Sviluppo Economico, in base al comma 2 dell’art. 6 del D.Lgs. 17/2010 (ex comma 2 dell’art. 7 del DPR 459/96), rappresenta un momento di analisi dell’intero processo della Sorveglianza, dal quale emerge la sempre maggiore sinergia tra i Soggetti Istituzionali impegnati nel controllo della conformità ai requisiti essenziali di sicurezza (RES) delle macchine e nell’attività di prevenzione infortuni, anche in relazione al comma 4 dell’art. 70 del D.Lgs. 81/08 e s.m.i. ed al punto 3.1.4 dell’allegato II al D.M. 11 aprile 2011.
Tale cooperazione, realizzata in stretta e concreta armonizzazione con le Regioni (attraverso i suoi organismi di vigilanza territoriale competenti per la prevenzione e la sicurezza) e le Direzioni Territoriali del Lavoro, testimonia dell’imprescindibile correlazione tra vigilanza, verifica, accertamento e attività di controllo su macchine dello stesso “tipo” in uso in differenti ambienti, attraverso un circolo virtuoso che vede verifica e vigilanza come motori dell’attività di accertamento della conformità, da un lato, e strumento di monitoraggio dell’avvenuto adeguamento dall’altro.
Nello specifico, l’azione preventiva di Sorveglianza del Mercato condotta su tutte le macchine marcate CE, non differenziando il D.Lgs. 17/2010 tra 98/37/CE e 2006/42/CE, anche se attivata per la direttiva 98/37/CE, in relazione agli obblighi imposti dall’art. 70 del D.Lgs. 81/08, consente in modo indotto una puntuale azione di sorveglianza preventiva anche sulle macchine di nuova produzione immesse e da immettere sul mercato in conformità alla 2006/42/CE, in linea con il principio ispiratore della Sorveglianza del Mercato che per natura è rivolta alla produzione e non al singolo esemplare.

EN ISO 13849-1 Amendment 1 2015
Preview IFA 2015
Almost ten years after it was first published in revised form as EN ISO 13849-1, Safety of machinery - Safety-related parts of control systems - Part 1: General principles for design, the first amendment of this standard is expected to appear by the end of 2015 in a consolidated version.
Since the amendment was intended primarily to improve clarity and ease of application, it contains only a few significant changes.
A number of detail improvements and additions have however been made that are apparent in the standard's practical application.
These include consideration of the probability of occurrence of a hazardous event during determining of the required performance level (PLr), a new simplified method for determining the PL of the output part of the safety-related part of the control system (SRP/CS1) and a proposed method for dealing with the requirements concerning SRESW (safety-related embedded software) when standard components are used.
This paper describes the essential changes. Where the text of the amendment needs interpretation, it provides recommenda-tions.

Integrated manufacturing systems - Basic requirements

This International Standard specifies the safety requirements for integrated manufacturing systems (IMS) that incorporate two or more interconnected machines for specific applications, such as component manufacturing or assembly.
It gives requirements and recommendations for the safe design, safeguarding and information for the use of such IMSs (see Figure 1 for the basic configuration of an IMS).
NOTE 1
In the context of this International Standard, the term system refers to an integrated manufacturing system.
NOTE 2
In the context of this International Standard, the term machine refers to the component machines and associated equipment of the integrated manufacturing system.
This International Standard is not intended to cover safety aspects of individual machines and equipment that may be covered by standards specific to those machines and equipment. Therefore it deals only with those safety aspects that are important for the safety-relevant interconnection of the machines and components.
Where machines and equipment of an integrated manufacturing system are operated separately or individually, and while the protective effects of the safeguards provided for production mode are muted or suspended, the relevant safety standards for these machines and equipment apply.

This standard is the official version in English of the European standard EN 474-1:2006 + A1 (February 2009 edition).
The standard specifies the general safety requirements for construction equipment described in the UNI EN ISO 6165 : 2006 , with the exception of road rollers and drills to horizontal.
The rule also applies to machines derived primarily designed for use with equipment to break up, break up, move, transport, distribute and level earth and rock.

La norma è di tipo C (Verticale).
La norma europea specifica i requisiti di sicurezza per le seguenti attrezzature amovibili di presa del carico per apparecchi di sollevamento, sollevatori e dispositivi di manipolazione del carico a controllo manuale:
- pinze per lamiera;
- sollevatori a depressione;
- autoadescanti,
- non autoadescanti (pompa, sistema Venturi, turbina);
- magneti di sollevamento elettrici (alimentazione da batteria e dalla rete);
- magneti di sollevamento permanenti;
- magneti di sollevamento elettropermanenti;
- travi di sollevamento;
- ganci a C;
- forche di sollevamento;
- pinze;
La norma non specifica i requisiti aggiuntivi per:
- attrezzature amovibili di presa del carico a diretto contatto con alimenti o sostanze farmaceutiche che richiedono un elevato livello di pulizia per motivi di igiene;
- pericoli risultanti dalla movimentazione di materiali pericolosi specifici (per esempio esplosivi, masse fuse calde, materiali radianti);
- pericoli causati dal funzionamento in un’atmosfera esplosiva;
- pericoli causati dal rumore;
- pericoli di natura elettrica;
- pericoli dovuti a componenti idraulici e pneumatici.
La norma non tratta i pericoli relativi alla resistenza meccanica degli elementi strutturali di attrezzature progettate per più di 20.000 cicli di sollevamento.

Racking & shelving systems and the european machinery directive
Typical racking & shelving situations
a. Hand loaded static racking and shelving operated by a freely traveling truck is not a machine according to the Directive.
b. Static racking served by a narrow aisle truck that is not connected to the racking is not a machine according to the Directive.
c. Racking in which the unit loads are moved by gravity and which is served by hand or by a freely travelling truck is not a machine according to the Directive.
d. Mobile racking and shelving that is not power driven and that is hand loaded or served by a freely traveling truck is not a machine according to the Directive.
e. Static drive-in shuttle-operated racking is part of a machine.
f. Static racking and shelving that is served by a stacker crane which is laterally (and sometimes also vertically) supported by the racking or shelving is part of a machine. g. Power driven mobile racking and shelving is a machine according to the Directive.

EN ISO 14159 Hygiene requirements for the design of machinery

This International Standard specifies hygiene requirements of machines and provides information for the intended use to be provided by the manufacturer. It applies to all types of machines and associated equipment used in applications where hygiene risks to the consumer of the product can occur.
This International Standard does not cover requirements relative to the uncontrolled egress of microbiological agents from the machine.

ISO 7010 prescribes safety signs for the purposes of accident prevention, fire protection, health hazard information and emergency evacuation.
The shape and colour of each safety sign are according to ISO 3864-1 and the design of the graphical symbols is according to ISO 3864-3.
ISO 7010 is applicable to all locations where safety issues related to people need to be addressed. However, it is not applicable to the signalling used for guiding rail, road, river, maritime and air traffic and, in general, to those sectors subject to a regulation which may differ with regard to certain points of ISO 7010:2011 and of the ISO 3864 series.
ISO 7010 specifies the safety sign originals that may be scaled for reproduction and application purposes.

The standard also specifies the requirements for noise measurements.
The rule is significant hazards related to the operation of centrifuges.

Abstract
ISO/TR 14121-2:2012 gives practical guidance on conducting risk assessment for machinery in accordance with ISO 12100 and describes various methods and tools for each step in the process.
It gives examples of different measures that can be used to reduce risk and is intended to be used for risk assessment on a wide variety of machinery in terms of complexity and potential for harm.
Its intended users are those involved in the design, installation or modification of machinery (for example, designers, technicians or safety specialists).

Recommendation for Use' (RfU) sheets
The following "Recommendation for Use" sheets reflect the common position of the Notified Bodies in the Machinery Sector and have been endorsed by the Machinery Working Group.
Their purpose is to assist Notified Bodies in their tasks of conformity assessment of machinery, mainly for the EC type-examination procedure, in accordance with the terms of the Machinery Directive.
All stakeholders involved in the implementation of the Directive should be aware of the existence of this information.
"Recommendation for Use" sheets prefixed by 00 are of a horizontal nature, and apply to all types of machinery listed in Annex IV of the Machinery Directive. Other "Recommendation for Use" sheets are of a vertical nature, and apply more specifically to a particular category of machinery listed in Annex IV.
For example, sheets prefixed by 01 deal with woodworking machinery and are issued by Vertical Group N° 1 of the Coordination of Notified Bodies.
