Estratto Requisiti

La presente norma internazionale stabilisce i valori delle distanze di sicurezza, in ambienti industriali e non industriali, per impedire il raggiungimento di zone pericolose del macchinario. Le distanze di sicurezza sono appropriate per strutture di protezione.

La norma fornisce inoltre informazioni sulle distanze per impedire il libero accesso con gli arti inferiori (vedere punto 4.3).

La presente norma internazionale si riferisce a persone a partire dai 14 anni di età (la statura di un quattordicenne al 5° percentile è di circa 1 400 mm). 

Inoltre, solo per gli arti superiori, fornisce informazioni per i bambini oltre i 3 anni di età (la statura di un bambino di 3 anni al 5° percentile è di circa 900 mm) quando deve essere considerato l'accesso attraverso aperture.

History of the Machinery Directive 2006/42/EC

From the point of view of European regulations for safety, there are two major types of texts:

- economic directives
- social directives


European economic directives

Economic directives apply to products. They were taken under the new approach in order to facilitate the free movement of goods and products in the European Union by removing barriers to trade in the European market. The particularity of these guidelines is that they set the basic requirements or Essential Health and Safety Requirements (EHSR) that apply to all manufacturers who wish to put their products on the European market.

If a product meets the essential health and safety requirements, then the product can be placed on the market.

One way of demonstrating compliance with the Essential Health and Safety Requirements (EHSR) can be done through compliance with harmonized European standards or any other solution that allows to demonstrate a similar level of safety.

For industrial products, the main product directives that apply are the following guidelines:

Directive 2006/42/EC (which replaces the directives 98/37/EC and 89/392/EEC)
Low Voltage Directive 2006/95/EC of 12 December 2006 (which replaces Directive 73/23/EEC)
Directive 94/9/EC of 23 March 1994
Directive on general product safety 2001/95/EC
EMC Directive 2004/108/EC of 15 December 2004 (which replaces Directive 89/336/EEC of 23 May 1989)

Machinery Directive is therefore part of the economic guidelines. It applies to products designed to be sold (or enabled) in the European Union for the first time. It is intended for manufacturers, importers and dealers of machinery and safety components and applies to new machines. This directive harmonizing the level of safety of products designed and manufactured by different manufacturers.

The  already installed machines are outside the scope of this Directive, because they are already on the market. Regarding the resale of used machines of national regulations describe the procedures to be followed.

The first publication of the Machinery Directive took place in 1989
- Directive 89/392/EEC of 14/06/89 published in OJ L 183 of 06.29.89 according to Article 100a of the Rome Treaty. The date of entry into force of this Directive was 1 January 1993, with a mandatory effective dated on January 1, 1995. This Directive was consolidated by different directives.

- Directive 91/368/EEC, which extended the scope of the Machinery Directive to interchangeable equipment, machinery moving and lifting machinery (excluding people). Therefore, Annex I has been expanded (adding / modifying parts 3, 4 and 5 of Annex I of the Directive).

- Directive 93/44/EEC, which extended the scope of the Machinery Directive:

1. safety components,
2. Machinery intended for lifting,
3. the movement of people.
4. Directive 93/68/EEC has introduced harmonized provisions relating to "CE" marking.

second publication of the Machinery Directive took place in 1998 - Directive 98/37/EC of 22 June 1998 on the harmonization of the laws of all Member States relating to machinery. This directive is is the codified version of Directive 89/392/EEC as amended by the directives listed above.

Machine Directive 1998/37/CE This was amended by the following directive:
1. Directive 98/79/EC has been a minor amendment relating to the exclusion of medical devices.
2. Machinery Directive 98/37/EC remained in force until 29 December 2009.

The third publication of the Machinery Directive took place in 2006 - called new Directive 2006/42/EC, and was adopted in April and June 9, 2006 published in the Official Journal of the EU.

The first recital of Directive 2006/42/EC notes that this "new Machinery Directive " is not entirely new, but is based on Directive 98/37/EC which itself has codified Directive "Machinery" 89/392/EEC amended by Directives 91/368/EEC, 93/44/EEC, 93/68/EEC and 98/79/EC (ie say together the original Directive with its successive amendments in a single legal text) .

Requirements of the new Machinery Directive were transcribed into national law of each country of the European Union (transcript had to be made before June 29, 2008) so that this new machine Directive shall apply starting from 29 December 2009 and replaces Machinery Directive 98/37/EC.

Requirements of this new machinery directive and associated European regulations concerns both manufacturers of machine and safety components, machinery distributors and users. The new Directive 2006/42/EC lays down the foundation and regulatory basis for the harmonization of Essential Health and Safety Requirements (EHSR) in the field of machinery at Community level.

No transition period took place in 2009, because OEMs had more than three years to anticipate these developments and be aware of new requirements.

Changes in relation to the Essential Health and Safety Requirements (EHSR) of the previous directive, do not deeply change the Essential Health and Safety Requirements (EHSR).

The SISTEMA software utility provides developers and testers of safety-related machine controls with comprehensive support in the evaluation of safety in the context of ISO 13849-1. The tool enables you to model the structure of the safety-related control components based upon the designated architectures, thereby permitting automated calculation of the reliability values with various levels of detail, including that of the attained Performance Level (PL).

Relevant parameters such as the risk parameters for determining the required performance level (PLr), the category of the SRP/CS, measures against common-cause failures (CCF) on multi-channel systems, the average component quality (MTTFd) and the average test quality (DCavg) of components and blocks, are entered step by step in input dialogs. Each parameter change is reflected immediately on the user interface with its impact upon the entire system. The final results can be printed out in a summary document.

Safety of machinery - Risk assessment - Part 2: Practical guidance and examples of methods

This second edition ISO 2012 which cancels and replaces the first edition (ISO / TR 14121-2:2007 ) has been significantly restructured and revised , in particular:

1 . The examples previously listed in Annex A , and a description of the risk assessment quantified, were suppressed ;

2 . The explanations of the methods or tools, taken from Annex A, are now presented in 5.3.5 and 5.4.4.1 hazard identification to risk assessment ;

3 . The terminology and criteria have been revised as a result, the information is provided in a more clear and comprehensive and in line with the ISO 12100 .

In particular , with regard to the method Hybrid Estimation of Risks ( Ref A7 Ed 2007), which is no longer provided in the Appendices, but in the rules of section 6.5 , has been corrected in the description of the frequency , the value 6 with the value 5, since this value previously created inconsistencies and in some cases not tabulated values ​​in the calculation of Estimated Risk .

Directive 2006/42/EC(*) of the European Parliament and of the Council of 17 May 2006 on machinery, and amending Directive 95/16/EC (recast) with last comunication(**) references of harmonised standards(*) which have been generated by the HAS (Harmonised Standards) database.

Directive 2006/42/EC is a revised version of the Machinery Directive, the first version of which was adopted in 1989.

The Directive has the dual aim of harmonising the health and safety requirements applicable to machinery on the basis of a high level of protection of health and safety, while ensuring the free circulation of machinery on the EU market.

The machinery sector is an important part of the engineering industry and is one of the industrial mainstays of the Community economy.

Machinery can be described as "an assembly, fitted with or intended to be fitted with a drive system other than directly applied human or animal effort, consisting of linked parts or components, at least one of which moves, and which are joined together for a specific application".

Machinery Directive: Common position of the Notified Bodies

Recommendation for Use' (RfU) sheets

The following "Recommendation for Use" sheets reflect the common position of the Notified Bodies in the Machinery Sector and have been endorsed by the Machinery Working Group.

Their purpose is to assist Notified Bodies in their tasks of conformity assessment of machinery, mainly for the EC type-examination procedure, in accordance with the terms of the Machinery Directive.

All stakeholders involved in the implementation of the Directive should be aware of the existence of this information.

"Recommendation for Use" sheets prefixed by 00 are of a horizontal nature, and apply to all types of machinery listed in Annex IV of the Machinery Directive. Other "Recommendation for Use" sheets are of a vertical nature, and apply more specifically to a particular category of machinery listed in Annex IV.

For example, sheets prefixed by 01 deal with woodworking machinery and are issued by Vertical Group N° 1 of the Coordination of Notified Bodies.

Direttiva 2014/68/UE del Parlamento europeo e del Consiglio del 15 maggio 2014 concernente l’armonizzazione delle legislazioni degli Stati membri relative alla messa a disposizione sul mercato di attrezzature a pressione.

La direttiva si applica alla progettazione, fabbricazione e valutazione di conformità delle attrezzature a pressione e degli insiemi sottoposti ad una pressione massima ammissibile PS superiore a 0,5 bar.

Essa disciplina le attrezzature a pressione e gli insiemi che sono nuovi sul mercato dell’Unione al momento della loro immissione sul mercato, vale a dire le attrezzature a pressione o gli insiemi completamente nuovi prodotti da un fabbricante stabilito nell’Unione o quelli, nuovi o usati, importati da un paese terzo.

Tutti gli operatori economici che intervengono nella catena di fornitura e distribuzione devono adottare le misure necessarie per garantire la messa a disposizione sul mercato solo di attrezzature a pressione e di insiemi conformi alla presente direttiva. 

Con la nuova Direttiva PED 2014 è stabilita una ripartizione chiara e proporzionata degli obblighi corrispondenti al ruolo di ogni operatore economico nella catena di fornitura e distribuzione.

La Direttiva, in quanto direttiva del Nuovo Approccio, prevede la marcatura CE.

La nuova Direttiva PED 2014/68/UE abroga la vecchia Direttiva 97/23/CE con le seguenti date:

-  l’articolo 9 della direttiva 97/23/CE è soppresso a decorrere dal 1° giugno 2015;
