Safety of machinery - Identification of whole body access and prevention of associated risk(s)

This document was prepared by Technical Committee ISO/TC 199, Safety of machinery.

This document is a type-B standard as stated in ISO 12100:2010.

This document is of relevance, in particular, for the following stakeholder groups representing the market players with regard to machinery safety:

- machine manufacturers (small, medium and large enterprises);
- health and safety bodies (regulators, accident prevention organisations, market surveillance);

Others can be affected by the level of machinery safety achieved with the means of the document by the above-mentioned stakeholder groups:

- machine users/employers (small, medium and large enterprises);
- machine users/employees (e.g. trade unions, organizations for people with special needs);
- service providers, e.g. for maintenance (small, medium and large enterprises);
- consumers (in case of machinery intended for use by consumers).

The above-mentioned stakeholder groups have been given the possibility to participate in the drafting process of this document.
In addition, this document is intended for standardization bodies elaborating type-C standards.

The requirements of this document can be supplemented or modified by a type-C standard.

For machines which are covered by the scope of a type-C standard and which have been designed and built according to the requirements of that type-C standard, the following applies: if the requirements of that type-C standard deviate from the requirements in type-B standards, the requirements of that type-C standard take precedence over the provisions of other standards.

The effectiveness of certain measures described in this document to minimize or reduce risk relies, in part, on the relevant parts of that equipment being correctly positioned in relation to the hazard zone. In deciding on these positions, a number of aspects are taken into account, such as

- the necessity of a risk assessment according to ISO 12100:2010;
- the practical experience in the use of the machine;
- the bio-mechanical and anthropometric data;
- the possibility of undetected access to the hazard zone;
- the possible undetected presence of a person inside the safeguarded space and the hazard zone(s).

EN IEC 62061:2021/A1:2024 Safety of machinery - Functional safety of safety-related control systems (IEC 62061:2021/AMD1:2024)

IEC 62061:2021+AMD1:2024 specifies requirements and makes recommendations for the design, integration and validation of safety-related control systems (SCS) for machines. It is applicable to control systems used, either singly or in combination, to carry out safety functions on machines that are not portable by hand while working, including a group of machines working together in a coordinated manner. This document is a machinery sector specific standard within the framework of IEC 61508 (all parts).

The design of complex programmable electronic subsystems or subsystem elements is not within the scope of this document. The main body of this sector standard specifies general requirements for the design, and verification of a safety-related control system intended to be used in high/continuous demand mode.

This document:

- is concerned only with functional safety requirements intended to reduce the risk of hazardous situations;
- is restricted to risks arising directly from the hazards of the machine itself or from a group of machines working together in a coordinated manner;

This document does not cover

- electrical hazards arising from the electrical control equipment itself (e.g. electric shock - see IEC 60204-1);
- other safety requirements necessary at the machine level such as safeguarding;
- specific measures for security aspects - see IEC TR 63074.

This document is not intended to limit or inhibit technological advancement.

IEC 62061:2021 cancels and replaces the first edition, published in 2005, Amendment 1:2012 and Amendment 2:2015. This edition constitutes a technical revision.

This edition includes the following significant technical changes with respect to the previous edition:

- structure has been changed and contents have been updated to reflect the design process of the safety function,
- standard extended to non-electrical technologies,
- definitions updated to be aligned with IEC 61508-4,
- functional safety plan introduced and configuration management updated (Clause 4),
- requirements on parametrization expanded (Clause 6),
- reference to requirements on security added (Subclause 6.8),
- requirements on periodic testing added (Subclause 6.9),
- various improvements and clarification on architectures and reliability calculations (Clause 6 and Clause 7),
- shift from SILCL to maximum SIL of a subsystem (Clause 7),
- use cases for software described including requirements (Clause 8),
- requirements on independence for software verification (Clause 8) and validation activities (Clause 9) added,
- new informative annex with examples (Annex G),
- new informative annexes on typical MTTFD values, diagnostics and calculation methods for the architectures (Annex C, Annex D and Annex H).

Guide to application of the Machinery Directive 2006/42/EC - Edition 2.3 - April 2024 (Update of 2nd Edition)

Directive 2006/42/EC is a revised version of the Machinery Directive, the first version of which was adopted in 1989. The new Machinery Directive has been applicable since 29th December 2009. The Directive has the dual aim of harmonising the health and safety requirements applicable to machinery on the basis of a high level of protection of health and safety, while ensuring the free circulation of machinery on the EU market. The revised Machinery Directive does not introduce radical changes compared with the previous versions. It clarifies and consolidates the provisions of the Directive with the aim of improving its practical application.

While, at the time, Machinery Directive 2006/42/EC was being discussed by the Council and the European Parliament, the Commission agreed to prepare a Guide to its application. The purpose of the Guide being to provide explanations of the concepts and requirements of Directive 2006/42/EC in order to ensure uniform interpretation and application throughout the EU. The Guide also provides information about other related EU legislation. It is addressed to all of the parties involved in applying the Machinery Directive, including machinery manufacturers, importers and distributors, Notified Bodies, standardisers, occupational health and safety and consumer protection agencies and officials of the relevant national administrations and market surveillance authorities. It may also be of interest to lawyers and to students of EU law in the fields of the internal market, occupational health and safety and consumer protection.

It should be stressed that only the Machinery Directive and the texts implementing its provisions into national law are legally binding.

The Guide is published on the Commission’s Website EUROPA in English. This updated Edition 2.3 is intended to be a living document, edited and updated with new guidance once approved by the Machinery Working Group. It might be made available in other EU languages, but only the English version will be checked by the Commission. Therefore, in case of doubt, the English version should be taken as the reference.

The Guide can be downloaded and is presented in a printable format. The text of the Directive is presented in boxed red italic type - the comments follow in black type.

The Guide has been prepared with the help of an Editorial Group. The previous updates of the 2nd Edition have been carried out by the Commission, assisted by members of the Editorial Group plus external consultancy3. This Update has been prepared by the Commission services based on the input from the Commission Expert Group on Machinery.

The Commission services are responsible for the content of the Guide. Users are invited to inform the authors about any comments and necessary corrections

Insiemi di macchine: definizioni, casi, obblighi / Direttiva 2006/42/CE / Regolamento (UE) 2023/1230 e D.Lgs. 81/2008 TUS

La definizione di macchina ai sensi del D.Lgs. 81/2008, rientra nella più ampia definizione di “attrezzatura di lavoro” come riportato all’Art. 69  c. 1a).

La definizione di macchina ai sensi della Direttiva 2006/42/CE è riportata all’Art. 2 c. a).

La definizione di macchina ai sensi del Regolamento (UE) 2023/1230 è riportata all’Art. 3 c. 1).

Gli insiemi di macchine ai sensi della Direttiva 2006/42/CE / Regolamento (UE) 2023/1230, rientrano nella definizione di macchine.

Gli insiemi di macchine o impianti o linee di produzione, sono macchine a tutti gli effetti, e come tali devono essere marcati CE ai sensi della Direttiva 2006/42/CE / Regolamento (UE) 2023/1230 e altre direttive applicabili.

Non è sufficiente che ogni macchina sia marcata CE, ma deve essere marcato CE l’intero insieme, in modo particolare va analizzata la sicurezza nelle posizioni di interfaccia in-out di collegamento tra le varie unità costituenti l’insieme.

Un gruppo di macchine collegate le une alle altre, ma in cui ciascuna macchina funziona indipendentemente dalle altre non viene considerato un insieme di macchine nel senso suindicato.
